Encode wwstrings as utf8 (#1220)

* Encode wwstrings as utf8

* Fixes for raw byte reading in ada-toml

* Further fixes related to UTF-8 encodings

* Sync pins with submodules

* Revert unneeded changes in Simple_Logging

Since GNAT.IO is safe to use with utf8
